Speech: Risk Assessment on cross border e-authentication processes in the EU
During the last few years European Member States have increasingly issued electronically readable identity documents (eIDs) to their citizens for different purposes and applications. However European eID card schemes hardly operate cross-border. In light of the European Service Directive this is not acceptable.
On behalf of the ENISA (European Network and Information Security Agency) Dirk Hartmann and Stephan Körting, Senior Consultants of HJP Consulting have developed an assessment of security issues of cross-border electronic authentication across member states of the European Union. The study is focusing on the differences between national and cross-border e-authentication schemes. On the basis of a generic e-authentication model two major eID cross-border schemes, such as NETC@RDS and STORK, have been evaluated in terms of their risk exposure.
The presentation, having been prepared by Mr. Sawomir Górniak, ENISA, and Markus Hartmann, HJP Consulting, will show the key findings of the study. The study itself will be published at the beginning of February 2010.
Biography
Markus Hartmann is the founder and CEO of HJP Consulting GmbH, an internationally active firm of consultants specialising in the planning, procurement and approval of smart card solutions with a focus on the health and ID sectors.
Markus has extensive smart card and e-passport related experience working in the smart card industry since 1996. In 2003 Markus and his team provided consultancy to specify the German e-passport scheme both for the German government agency BSI and for the national passport manufacturer. Later on HJP Consulting had been appointed to act as a co-editor for the ICAO/ISO RF protocol and application test standard for e-passports. Lately they are working on test standards for EAC e-passport inspection systems.
Markus is an expert in strategy development, project management and contract management for major eID solution projects. He was engaged by the UK passport manufacturer for the procurement, project management and contractual negotiations of the UK e-passport project. Since 2007 Markus is advising the Ministry of Interior of the Republic of the Sudan on their national e-passport project and the new design of their Civil Register System. Since 2008 he and his team are working for the Ministry of Interior of the United Arab Emirates in the planning and deployment of the national e-passport project after the project had been delayed for quite some time.
Towards the end of 2009 Markus has been heading a major quality review project on the German eHealth card scheme on behalf of the gematik, the German eHealth card telematic infrastructure association.
Markus is a member of the ICAO Implementation and Capacity Building Working Group (ICBWG) and a member of the ISO NIA 17.3 Working Group on Machine Readable Travel Documents.
Prior to forming HJP Consulting Markus was a member of the extended executive management board of Orga Kartensysteme GmbH in Germany in different management positions in Sales, Marketing and R&D. Markus has got a Bachelors degree in Business Administration and International Marketing.
